With reference to your Confidential letter

No. 2. 6663/57/10 of the 2nd December, regarding

the proposed Hong Kong-China Customs Agreement, I am

directed by Lord assfield to transuit, for the

information of the secretary of State for Foreign

Affairs, copies of a despatch from the Governor,

forwarding the latest revised draft, and of a

telegram commenting on recent developments.

2. It will be observed from paragraph 3 of the

despatch that the Chinese Goverment were opposed to

giving the Agreement the status of a treaty.

3. I um to suggest that the Agreement should

be discussed inter-departmentally at an early date.
